Minerva’s new sale, same as the all the other sales… God I really wish they would bring some new bullion plans out.

Minerva is like one of the vendors in Fort Atlas, or Foundation, or Crater. These vendors don't introduce new items into the game. They offer the same inventory forever. That's their purpose. For new inventory we have the Atomic Shop, the Scoreboard, event rewards, quest rewards, etc. If you're waiting for Minerva sales expecting new plans, you're looking at the wrong source. Sunny or Sam, or Mortimer - you don't expect new plans from them, do you? Why Minerva then? Because she moves around and has 24 different versions of the sale? That's the way it is to keep her inventory manageable and more interesting, instead of having her just stand there. Again, we HAVE new plans ALL THE TIME, in other places. Minerva never promised new plans. She's a forger. She sells copies of plans that exist in the game already.

You're looking in the wrong place then, friend. Minerva is not designed for new inventory. She is designed just like the vendors at Foundation, Fort Atlas and Crater, to have the same reliable inventory. These vendors serve a very specific purpose, and it's not to offer newly developed things every week. That's what the Atomic Shop is for.

Well... it does. There are 24 different lists. Some things repeat. But every week she has a new batch of the same old inventory. It's never going to be items new to the game. It's just a different sale. We have a whole video on how Minerva works and how her inventory is organized. It's in the pinned comment. Check it out.
