With Kimball I think it's important to take into consideration how other characters talk about him. Yeah he's only physically in the game for one scene but also pretty much everyone who has met him agrees that he's a terrible leader, corrupt and incompetent, he plays favorites with people like Oliver who are also described as incompetent throughout the game, he sends troops in complete bogus unwinnable missions, wasting time and resources and getting regular troops killed for no real reason. It seems like one of the main reasons why the NCR is in such a terrible state is bc Kimball just sucks as president which I think is interesting and goes unnoticed by the average player.

Walls upon walls of dialogue that's not as funny as it thinks it's being (and it leaves very little space for meaningful player input), poorly balanced combat and most quests being hollow chores

I loved the Dialogue and jokes and story wise OWB is the best by far right next to honest hearts. But game play and quest wise it kind of sucks as it's basically and endless fetch quest that just never ends. No unique plot points to go off game play wise and honestly my final confrontation with Mobuis was basicly a 30 minute boss fight with a robotic bullet sponge that throws cancer at you. Not to mention your chances of getting jumped with almost no safe zones that isn't just the big dome are effectively 90 percent guaranteed and all in all it just becomes an endless drain. Don't get it twisted story and dialogue wise I loved it, but as as DLC game play wise I absolutely despised the quest due to how auxusting it all was as the only meaningfully plot progression that actually links up with the game play is in the begining and in the end. Everything in the middle is just straight filler with the only part that put a smile on my face is when I got to speak to the think tank or when they are present. As doctor borouse beefing with his highschool bully who's been dead for 200 years and declaring himself the God king principle of his entire highschool school, and any one who calls him out on his insecure fatherless antics as communist unpatriots. Will never not be funny and it will forever be the biggest high lite of my entire new Vegas playthrough🤣

I think I like the Legate Lanius and the Legion because it's basically "What if Cormac McCarthy made a Fallout fraction?" While the lore is incomplete due to time constraints, what is there is very interesting and grim. The premise of conquering a violent wasteland through violence is an interesting one.

So about Colonel Atumn... you CAN'T actually side with him (unless you want to get randomly shot by him because "evil guy" i guess), you can only side with John Henry Eden, wich in my opinion is BS, Autumn has one of the most interesting perspectives and could have make the Enclave an actually good written faction, instead of the boring generic villains they are. He makes a coup against the plans of the president, who followed Richardson's "program", to instead get the wastelands on his side, it would have been amazing to see a "New Enclave" return to be a joinable faction under the premisse of "we are no longer this guys, we are going to be ruthless in our aproach and leave morality aside when needed, but in exchange we are going to preserve life as a concept" Also there is something poetic about the fact that Autumn's followers are the human Enclave soldiers and Eden's are machines, i mean... it seems almost simbolic that the Enclave will turn to be a more humane faction, leaving behind Eden's and Richardson's cold (and cliché) ideas, so they make you question if the guys responsible for that apocalypse might be the only ones able to fix it, leaving room for more complex flaws for the player to meditate about like "does the end justify the means"? Or "how much are we willing to sacrifice to get a solution?" "Would it even be worth it" You know... treat your audience a little bit more like adults and dont hold their hands telling them who is right or wrong/good or bad.. IDK the waste of potential always bothered me with this franchise, is like they are one mf step away for being near perfect haha. Just something i always wanted to get off my chest.

Autumn is a generic bad guy. He kills that assistant for no reason, he kills you if you help him. It actually feels out of character for him to oppose Eden's plan. I think it would have made more sense for Eden to actually be a good and humane president, even though he is a computer. And Autumn is the genocidal maniac, even though he is human. And since he is boots on the ground, Eden can't stop him until you show up.

@@shorewall Exactly, i think is a missed oportunity to rewrite a horribly written faction, though i never thought about the point you presented, "the people to blame for all of this are more heartles, cold and less human than actual machines" that could also work wonders to take the faction into a less generic direction, like they did with the BOS, splitting them into Lyons resonable and joinable brotherhood and the dogamtic, aimless "technofetishists" Outcasts. Also... cant the guy be talked down the boss fight by making him question his loyalty to the very same organization he is already revolting against? "You're right lone wanderer, the president im currently couping against isnt someone to trust as a president, im going to try to purify some water so i dont run out inocents to shoot, deuces" Lol, so lazy.

One character that should go on the list, simply because he is the one character that Fallout New Vegas fans most enjoy killing, is Vulpes Inculta, the legion scout who orchestrates the massacre at Nipton. Psychopathic personality coupled with the creepiest voice in the game. And considering this is a game with cannibals in tuxedoes that's saying something.

I think he definitely makes a psycho first impression, but when you meet the rest of the Legion, he makes sense. He is a spy who is sowing terror behind enemy lines. I don't even know if he believes his own justifications, since he is supposed to do dirty and malicious acts to demoralize enemy populations.

Just a couple of notes I got from this ranking: 7/12 of the top two Tiers are from Fallout new Vegas Only 3/12 in those tiers are from fallout 3 and fallout 4 combined, and they are ALL from DLC I know this list isn’t an objective ranking of quality, nor was it fully intended to be, but it’s really hard for me to imagine a list with the complete opposite takes (ie, 3 and 4 dominating the top tiers) because their writing is just simply a lot less layered and memorable across the board. The only exceptions that I even hear my own friends bring up at the dlc characters

Frank is literally as close to a behemoth as a super mutant can get without being a behemoth with a full suit of power armor and the intelligence of a military trained soldier, he has a Gatling gun on one arm and he has max special stats in a game where your special stats matter far more than in the modern fps games, he’s literally neg-diffed a deathclaw with his bare hands. He’s probably the most powerful character in all of fallout besides the playable characters.

I am disappointed in how Shaun was handled as I feel if he was used better, he could have been an interesting villain. But from his Institute name to his decisions, he is a failure. So much potential lost...That said, I never get tired of people talking about him. It is always amusing and informative. Also, just to clarify, I know why he is called "Father", just it is handled so clunkily, I feel him just being Shaun or Leader Shaun or whatever, but all Institute-aligned Gen 3 Synths calling him Father would have caused greater intrigue. You'd then find out through charisma checks and/or terminals on why and the reason is genuinely fascinating. But for "Father" to be treated as his name in general is just silly. Then there's his condition. Given the multiple ways the Institute could have saved his life, yet he tries nothing, makes it feel like he wants to perish. If so, fine, but why not at least have Nate or Nora point this out (or Synth Curie) and Shaun shoots down the reasons? The fact everyone just accepts it, no questions asked, is immersion breaking for me. Given the Institute's vast knowledge, highly advanced technology, and immense web of intelligence gathering, there is no way they wouldn't have several ways to preserve Shaun. But like I said, wasted potential. But if you think that is bad, don't even get me started on how bad the waste is for Nick Kellogg.

@@kotzpenner Does he, though? I alluded to it but didn't outright say it, but yes, Shuan could have been transfered to a young Synth body. Or a full robot (like Kellogg). Note that obviously these ideas are for a different Shaun, hence rewritting. I even thought that (in a rewritten scenario) once you fully side with the Institute, with his new body, Shuan would become a companion (then it doesn't matter who leads the Institute). While he obviously wouldn't go around telling people he's the Boogeyman of the Commonwealth, his commentary on people, places, and situations would have been nice to experience. Also, he'd obviously not romanceable, so no perk for sleeping. Instead, to make up for that and given his powerful new body, being a companion you must side fully with, and basically at the end of the game, and being YOUR son (Nate/Nore are built different), I'd like to believe his companion perk would have been quite strong. Moreover, given the Institute's stance on Synths, imagine the story ramifications. Would Shaun, prior to stepping down, make it so Synths are treated better or just himself? Would he have it done in secret? What happens if others find out? Would he use tech from the Memory Den to rewrite people's memeories so they forget his appearance, but not his name and rank, then create false memories of his new body? Would he simply "retire" any staff that knew about his true body and just refresh the ranks with Synths? So many options. As for him having to die, I wouldn't if I rewrote the story. If the story is A, B, C, D and there's a problem with C (Shuan must die), I'll simply rewrite A, B, C, and D. Again, even a brain in a jar would suffice. But even then, if his illness is destroying his brain, he could just have his mind digitized. But let's say no matter what, no matter how we rewrite the story, Shaun has to die. Not because he is terminal, but because he WANTS to. Shaun choosing to do nothing to save himself could have even been very interesting, maybe even emotional, if he actually gave reasons why he chose the big sleep. Maybe it could have been his hollow existence as an Institue experiment and always wondering about the life he could have had, but never will and was simply sleepwalking through his "life" until you arrived. And while he could have saved himself, he elected not to because of reasons X, Y, and Z. True, one of his other parents perishes, but he still has the one. Even that wasn't enough to get him to try to live. We just get nothing. This is what I meant by Shaun is such an interesting character to talk about, but not an interesting character himself.

And the Master's Lieutenant I would rank as a formidable foe, as he's a real bitch to fight, and he'll torture you mercilessly should you turn yourself in, which brings us one of the most horrifying downer endings in the entire series.

I think Fallout 3's Enclave works better if Eden and Autumn switch roles. Autumn is a vicious attack dog, killing that assistant at the water purifier at a moment's notice, and killing you if you try to work with him. Whereas Eden is programed with all the positive traits of America's greatest presidents. Eden even tries to help you escape, while Autumn tries to kill you. So it comes out of no where when Eden asks you to poison the water supply, and Autumn doesn't want to. Eden is a wise computer, and Autumn is just dumb muscle. I think it makes more sense if Autumn is the one who wants to do what the Enclave tried to do before, and wipe out all mutants. Whereas Eden, though he is a machine, is more humane and asks you to stop him, since Eden can't control him anymore. And the battle for the Purifier is to stop Autumn's plan, instead of for no reason. And it could justify why you need to overload the purifier and put someone in danger, to destroy the virus, instead of just because plot.

Indeed. You meet him if you get captured by the super mutants in the Necropolis or if you fully explore the Mariposa Military Base. I believe he's unique for villains the Fallout series as I don't recall there being any speech option when you meet. You either surrender to him, in which case you immediately get the bad ending to the game, or fighting him.

I'd personally put John Henry Eden higher because of his eye bots / radio propaganda. Him constantly talking about "true american values" is great forshadowing for his plans imo. Great list. I'd bump Mr. House into S-tier villain just based on vibes haha. I think he's one of the most iconic parts of that game, and I always felt like if they were given more time, he might be even more intimidating/they might have had a longer route you'd have to go through to kill him. His dialogue tree alone is probably my favorite I've encountered across the series!

The early Brotherhood of Steel in between Fallout 1 / 2 did provide some support to early Wastelanders in the form of food and such. Fairly sure this was established in Fallout 2. That doesn't change too much with your assessment except perhaps that they're marginally more involved.

Aliens back story is more flesh out in Fallout 76. Desmond Lockheart and Professor Calvert are both part of the Great Game, a post-War rivalry and struggle between pre-War geniuses and billionaires. The Great Game is alleged in Point Lookout, Far Harbour, Fallout 76, Fallout New Vegas and the TV show.

I thought Desmond: The Brain in Pointlook Out was very forgettable. He suffices as a villain but he is the definition of forgettable. Pointlook Out was made in like 4 months tho we gotta keep that in mind. None of them came in with any backstory for the characters which showcases how awful is so start something with barely any conceptualization first. Bet they just said: Secret Agent vs Mad Scientist James Bond typa story! Barely anything to build up these character arcs...

I feel like the Minutemen and Railroad had different objectives; certainly different enough for them to not be perceived allies. The minutemen are for the people of the commonwealth where as the railroad are for the liberation of the synths. When in doubt look to the radiant quests

I would bump Betty up to "Formidible* based on the character's level of evil. I would also add a Eulogy Jones to this list for the same reason. The slavers of Paradis Falls were a great addition to Fallout 3, and in some ways more interesting than the slavers in Nuka World. Maybe a tier for pure evil antagonists makes more sense for characters like this.

Considering she's the simulation persona for Stanislaus Braun, the scientist who designed all the Vault "experiment" (which considering his sadistic personality make a bit more sense), she/he is probably the most evil character in the series.

@silverjohn6037 Unlike Caesar, Braun can't even claim brain trauma or insanity. He/she is definitely pure evil. Eulogy is no better, enslaving children, bomb collar and all. New Vegas was definitely dark, but Fallout 3 was no less twisted.

You forgot (_very_ understandably) the other Fallout 4 DLC antagonists: Tektus, Allen Lee, Colter, the Black siblings, Mason, Nessa, and Valery Barstow. I wouldn't blame anyone for forgetting them. DiMA is fascinating and Isabel might be the most relatable 'villain' in the franchise. The rest, not so much. (Ok, Valery's at least funny.)

i dunno if you've ever fought salt-upon-wounds, but he and his two cronies can easily knock joshua graham unconscious. at least if you're playing the dlc at a medium to high lvl (25+).

I love the look and feel of Point Lookout, but it really feels like they threw in the towel with the quest and individual location design. The only quest I like doing is the Chinese spy one, and the replay value of that quest is not high.

House is definitely Ultimate villain, and when you first meet him he is very intimidating, I think you’re coming at it with end game knowledge, where yea we know then he’s not that much of a threat himself, but his resources, his intelligence and his charisma, along with his lofty goals for the wasteland are not just admirable, but awe inspiring, so much so that people still debate him and his philosophies today, Mr House IS New Vegas there is nothing without him, there is no fallout without him, no pip boys, not vaults no trons, nothing, this is Robert goddamn house and you need to put respect on his name. I think the think tank should be in ultimate villain tier for the same reason mobius is, they’re just scientists with dementia, but they all have such incredible personalities that you can’t help but be endeared by them, or disgusted, despite their appearance they are very human and their wackiness is one of the best parts about (in my opinion) the best DLC in NV

He's not really a villain, unless you betray him. From the start, he seems to place total trust in you, and offers you a lot in return. Even then, he will never directly go against you, only defend himself when you try to kill him.

I have the feeling he had somehow to balance stuff out between the games, because NV has way more memorable characters. It's just better at story telling, with more adult approach to world building, while F3 and F4 are following the parody (?) theme and it feeling fictional.

My brain and heart hurt every time I have to listen to Caesar bloviate his brain dead "philosophy" at me. I like him as a monster who has caused more suffering on Earth than many of history's worst monsters, intentionally and without remorse. What bothers me is when people try to defend the Legion. I feel the same way about the Institute. Evil for the sake of evil, but people try to read more into it. People try to say that it is necessary, but to that I just point at the NCR and Minutemen. You can build a good society in the Wasteland. Nothing justifies the pointless atrocities of the Legion and Institute.
