Most of the legion were trained and drilled by Joshua Graham, who speaks very eloquently. I think he set the precedent for how the legion chooses to speak.

I love the Institute, my favorite Faction. But damn. Bethesda went all out and gave them an identity Crisis. The thing is, the reason why I like the Institute so much is not because they convinced through dialogue. Rather it's more what I can do with it as soon as I'm it's Leader. I'm sure Bethesda only made them look evil because they can't think of a Fallout without god damn Super Mutants crawling around like Bugs. Fucking annoying. Killing and replacing the Leaders of different Factions with Androids? Yeah, from a tactical and strategic pov this makes a lot of sense. But what's with all the random replacements that serve no purpose other than delivering the brunt "Institute bad" message? If you take out everything illogical and unnecessary, the Institute is very arrogant and ignorant, but they aren't the fucking Monsters F4 wants us to believe.

One thing I really like is that normally Caesar is very demanding, bombastic, and dignified in his dialogue, but when he's speaking to you about his tumor in his tent he's much more subdued, intimate even. A nice touch

BUT yet again, the Praetorians originally had a lot more Checks on their power out in place by Caesar (Augustus) himself. It was his successor who strengthened the Praetorians as an arm of the government and that caused the guard to devolve into a corrupt institution and power behind the throne. Whenever anyone asks whether or not Caesars peace would last, history works against him.

It’s a great character because he shows how horrifically violent these ancient societies were; the ones we study and idolise, like Rome. They massacred millions, wiped out entire civilisations that opposed them by way of slaughter and enslavement. His namesake killed over a million people in Gaul, enslaved a million more and was victorious by way of “divide et impera.” Putting a conqueror of antiquity into the near future was a bold move and it paid off really well, in my opinion. What a character.

It's too bad Caeser's Legion as it stands in the game forgets that Rome uses technology and diplomacy extensively, which the Legion does not. As Caeser says himself, they're more barbarians than the Roman Empire. It's ironic; NCR, for all its faults, emulates the actual Rome better than the Legion itself does.

Mr. House good point. Caesar’s Legion operates more like the Roman Kingdom in my opinion. They’re inherently barbarian like before Rome became “civilised” or “Hellenised” and scorned that type of government. But I believe neither truly operate like the Rome that came to be idolised; the NCR operates quite well as a pre-war democracy but if there is any similarities to the idolised Rome it is the needless bureaucracy, which Caesar even addresses in the game. Like I said great character, serious writing. For a potential successor to Rome in this world, then there would need to be a synthesis of the two factions. Which is entirely plausible if the Legion wins, and the educated elite in California band together and depose the Caesar, mirroring the founding of the Roman Republic and the rise of Roman civilisation.

@@Hugh_Morris Idk. The diversity of competing interests and people is what makes large civilizations prosper. The Legion, at its core, its just a massive indoctrinated slave army with little in the way of innovation, or non-combat related intellect or creativity. The huge bureaucracy is unavoidable with large governments, while the Legion is held together by a single person, who is suffering from both cancer and that fact that he is a bad shit deluded on the sheer amount of death and destruction he causes. Several characters in the game, Marcus, Mr. House among others, know that without Caeser, the Legion will rip itself apart, while the NCR would simply elect a new leader if Kimball is killed. The NCR has vehicles and monorails, and can successfully supply the Mojave campaign with troops and supplies, which it has been barely doing since the Mojave campaign isn't exactly the most popular back home. The Legion could hope to do some damage earlier on a western campaign, but it would not be able to outfight the NCR on its home soil going Total War mode without systemic changes to its way of operation. The Legions supply lines are safer, but they powered by slave foot power, or braham caravans I guess. Even if the Legion manages to take Vegas and march West, their supply lines will be the death of them unless they can break their technology rules and create more efficient means of resupply. The Courier can even point out to the Legate during their confrontation over the Dam, which is the blow that gets him to walk away. The likelihood of them being able to merge seems low; the legion would be demonized, and rightly so, in the eyes of NCR citizens.

@@MrMichealHouse You're mistaken about the Legion's intentions, at least in my view. At the end of the Lonesome Road DLC there is an option to bomb I-15, which is the only viable road into California. There will be no invasion, no march west. The Legion will be forced to begin the dialectical transition by incorporating the infrastructure of the New Vegas area and become a modern efficient state mirroring the NCR or it will perish. This is the do or die moment for the Legion.

So many great details in these interactions 6:49 Caesar pronounces et cetera with a hard c like it should be pronounced in classical Latin instead of the soft c that pretty much every English speaker would use. It shows so much attention to detail that they maintained the legion using the proper Latin pronouncation beyond just the Caesar/Kaiser detail.

Though I disagree with Legion ideology I completely admire how well-made the writing behind Caesar's Legion was. Some may agree with their brutal efforts to forge a civilization in a wasteland just as brutal, and the idea behind a military dictatorship conquering a corrupt Republic for the greater good. No faction in 4 or 76 goes anywhere closer to New Vegas when it comes to writing, lore, and faction depth. Viva Fallout New Vegas.

Sometimes I see myself coming back to this video. The dialog is god-tier, holy shit, its kinda of a pleasure of mine to simply hear Ceaser sometimes, and I dont even agree with his ideology, it just that well written. New Vegas truly is a one of a kind game. True to Ceaser!

Interestingly, Caesar's intelligence is only a 4 in-game. For comparison, Arcade has a 10 in Intelligence. From Caesar's dubious understanding of both history and philosophy, it's possible that this was done to suggest that Caesar's little more than a pseudo-intellectual. Yup! He only has a basic grasp of Hegel and just assumes the Legion will be transformed by incorporating NCR’s territory when he hasn’t built up the right kind of administrative, anthropological, or societal apparatus to move the Legion from conquering warriors to peacetime. Vulpes, MAYBE, but the centurions? They’ve spent so long as Caesar’s hammer that everything looks like a nail. Caesar’s a very interesting character who has several points about building resilient societies, but walked too far from the Followers of the Apocalypse and ignored that while mighty, human society had moved on from Roman governance for a reason. Ultimately, no system of governance will ever be perfect, because it is inhabited by humans.

@@VaultDweller804 this is taking only in consideration caesar philosophy and understanding of it as a way of measuring his intellect, you have to take into account what the man has achieved, he has turned tribes into a highly efficient nation with a ruthless discipline and effective war machine that is shaking the world, he is both respected and followed by others who seem to be highly intelligent like vulpes and he knows how to use people in the most efficient way

@@VaultDweller804 There is a difference between Wisdom and Intelligence, as well as there being different types of intelligence. One thing I immediately think about is when talking to Joshua Graham, he says that he wouldn't have been able to lead the Legion, as he never had a mind for logistics like Caesar. The man is clearly intelligent, and has achieved great things. He may not be a genius but he's the only man who could've lead the Legion.

I mentioned this on Fallout Reddit. People said "NV fanboy". Lmao. They said "Institute is made up of scientists that are meant to screw around, that's the point cause CIT". Terrible writing. How about Father wants to unite technology and people together to form a new being in the post apocalypse. Mr. House was a good example of this, but Institute could take it further. 4's story was shit as much as I love the gameplay

It's a shame that they had to cut content from the Legion. Even then the Legion is the most fascinating, although often misunderstood, faction in the game. I hope that one day we will be able to see a re-release or mod that fully fleshes out the Legion as the desigers envisioned it.

I believe there is a Legion Arizona mod project to explore Legion territory as it is back East where it's not purely a military organization, but that is still in development. In terms of the base game, the best quests to use are: Legion Quests Expanded, My kind of town Legion option and A Golden opportunity.

I don't think they were misunderstood. Their society is generally noted to be safer, and the Legion does not have the supply problems the NCR suffers from. Additionally, the Legion can pivot strategically far easier than the Bureaucratic NCR can. So many of the NCR's quests have the player dealing with problems relating to things a simple as manpower. The Legion's quests mainly deal with operating in territory that is actively hostile to you. That being said, the Legion has a ton of issues both ideologically, and fundamentally. Caesar acts as if thesis and antithesis is an immutable truth rather than a simple philosophy. It is a hallmark to Caesar's arrogance. He even sees the NCR as this challenge to overcome and over take. Diplomacy *never* enters into his mind. In this way, he is very much a personification of his Legion: A single-minded Entity bent only on conquering at any cost. It is in his tactics, and his philosophy. His best General emulates this. (Any one else find it amusing that Lanius can be convinced to give up the campaign for New Vegas for the overall health of the Legion in the long term?) This is the major issue with the Legion; it's ideology will die with Caesar. This is even stated in the ending slides if Caesar dies. This doesn't even begin to go into the issues that women in this particular society face.

There are some objective measures for this philosophy though, for instance as the NCR is conquered, the Legion will take over its civilian infrastructure - dams, electrical grids, agriculture, etc. By necessity it will develop a class of citizenry to adapt to this change. So, the idea of synthesizing different ideologies and societies is not purely theoretical, it has some objective measures. The Legion has changed throughout its 30 year conquest of the East, Caesar simply believes this process will be expedited by conquering the NCR and transforming it into a military dictatorship. "Diplomacy never enters into his mind." Diplomacy would contradict the entire purpose of the Legion, which is to forcibly integrate and synthesize territory, to destroy differing identities and replace with a single monolithic culture. Caesar could negotiate with the NCR, but that would mean undermining the entire principles of the Legion, he may as well abdicate at that point. "This doesn't even begin to go into the issues that women in this particular society face." No worse than the issues men face in this society, in fact male death rates are much higher, so it could be argued that they have it worse. Also, don't think of the Legion as static, like I said, hegelian dialectics are not just an idea in Caesar's head, they're an ongoing process of fusion through expansion. The idea that Caesar's Legion will remain a warband as seen in 2281 for the next century is ridiculous, the Blackfoot tribe under Edward Sallow was a backward group that didn't even know the most basics of technology and were about to be wiped out by the 7 other tribes in the area in 2245. 30 years later they were the 2nd largest society in the post war world.

This is what I like about Fallout New Vegas: Each faction isn’t necessarily right or wrong. The NCR is rife with corruption and sluggishly slow (as expected for most democracies), yet provides stability to those they annex and civilize, allowing for citizens to have relative safety and the construction of projects that benefit the people (NCR citizens only though), hence why NCR settlements are considered the safest places in Fallout. Caesar’s legion allows for complete and utter stability through conquests, conquering every tribe and actually making the wasteland, especially the roads, a little safer for people passing by, but rely on classical-era ideologies and slavery while also rejecting most modernization, which holds them back. There are other factions as well, but it would be lengthy, but in the end, that is the beauty of this game, there is truly no right or wrong answer, because each faction in the end can fix some problems, but also makes some problems in the process (compare this to Fallout 4, which is way too straightforward with who is good or bad).

I would say in my opinion Caesar is one of the best written characters in all video games and the voice actor did a great job capturing the strong dialogue. Caesar has some very strong points that can make you believe him and work for his legion. which is very hard to do when your character is literally a vicious, ruthless and merciless dictator. how to make this man a compelling choice? this is how you do it boys. i love New Vegas, it's in my eyes one of the best open-world RPGs ever made.

Really miss playing this game for the first time . So much depth and violence . Masterpiece. Too bad I played it to death! My last playthrough I did the Dead Money DLC last , and I remember trapping myself in the vault . That was the last thing I did .

The game is in my opinion hard to enjoy beyond first playthrough, as the game engine feels weak, the map is small, the level design is poor, the map is unimpressive on what it looks, the combats are tedious. Outside dialogues it's hard to have a good time once you already know the factions and story plots

Killing Hanlon, whilst interesting addition, kinda makes no sense to me. Yes, the Legion is killing the NCR members left and right. But if Hanlon is captured after Legion's victory (under Caesar), he's treated with respect and is given a swift death.

The Rangers (who just so happen to be the greatest threat the NCR has against the Legion) respect and follow Hanlon more than Oliver, even in the endings if Hanlon commits suicide or is killed or disgraced bc of his lies it shatters the Rangers morale and they even crumble to almost nothing in one ending. Same thing goes with if Caesar dies and leadership is given to Lanius, Legion wouldn't last more than a decade bc the Legion idolizes and follows Caesar more than they do his ideals.

Incredibly well-written and interesting character. Complete opposite to the players vision of his faction, yet tragically wrong and flawed. After Caesar dies, his empire falls apart, no matter what happens at Hoover Dam.

@@AlbertColeUnleashed well house does comment on Caesar's death and mentions how even though the legion's aggression will outlast Caesar's death in the battle for hoover dam, it will ultimatly fall due to "in fighting". And while house's predictions/calculations may not be the 100% truth, they are still very accurate.

Possibly. The U.S. had similar hopes about Stalin, yet the Soviets kept chugging along for decades afterwards. Dictatorships can last for far longer than is comfortable, only to collapse suddenly at an unexpected moment. The black box nature of their internal politics makes such things very difficult to predict.

@@noriakikakyoin1423 That's the thing, he's being purposely destroying every identity of the tribes he conquers and replaces with his singular culture and idea of a unified Rome bringing order to the wasteland. The people have nothing to back to, their old customs, traditions and tribes had been smashed and the remnants assimilated. Their identity no longer matters, there is only the Legion now. Its why virtually nothing changed when ceaser dies.

It's always a joy to discuss the 4 new vegas fractions, eh? to chalk each fraction down to their pro and cons: Legion: Stable and secure regions, but loss of individualism. NCR: the typical issues and good things that arrive about democracy. the most "human" group. but horrible logistics and massive courruption. House: a Visionary who has proven he has the will and intellect to make his visions come true, at the cost of practically electing a dictator. Wildcard: True freedom or simple Anarchy?

Caesar will die without the courier's help. He lives his life ignoring the cries of the weak, so when mortality comes, he can't save himself. No amount of "divide et impera" will save him here. Maybe valuing human life a little more would have helped him save his own. Or he could be blessed with a little deus ex machina and just have the oh so talented courier save his ass. At the end of the day, Caesar's just as weak as any man, and just as stupid and desperate too. He's such a good character, they don't write em like that anymore

What advanced medicine do you think they have in the East that Caesar could've taken advantage of? These tribes use only herbal remedies. It's entirely a moot point whether he would outlaw medicine, because the Legion simply hasn't had access to any advanced medical equipment or personnel since its inception. The Legion does ban painkillers and stimpaks, which are objective flaws, but that may change in time as they come into contact with armies with better medicinal procedures. And as I said, it's mostly a moot point because for the first 30 years of their 35 year existence they simply wouldn't have had access to these medicines even if they were allowed. It's not a matter of believing those who are injured are "weak". If you get shot in the chest, you're not weak. It's a matter of availability primarily, and suspicion of drugs secondarily. Some suspicion of drugs is warranted, as many are addictive and can ruin lives, but they take the principle too far. Caesar is perfectly willing to use the auto doc, in fact he says "sometimes I bestow its use upon someone I favor." He has no problem using these technologies, but they are extremely limited in the Legion, that's why you don't see an auto doc in every tent. The same thing happens with guns. Some people really are convinced that the Legion doesn't use guns, even though in the game they are often armed with very advanced weaponry, often outclassing their NCR counterparts. In the quest "Birds of a feather", the Legion tries to secure a large energy weapons shipment from the van graffs. People really don't do the research into the faction to understand it, they just make assumptions and extrapolate from those.

He claimed the weapons shipment was to supply the Fiends and make them a more formidable thorn in the NCR and Strip's sides. He also said there's direct correlation in the game if you succeed the Fiends start spawning with Laser weaponry more often. Thoughts? (I haven't played NV enough to warrant having any opinions lol.)

@@paulgallagher5092 That must be incorrect because there is no way to complete Birds of A Feather for the Legion in vanilla New Vegas. When you complete the quest, you must kill the Legion in the warehouse at the end, as they are hostile. Therefore, there is no way for the fiends to actually receive the weapons in the vanilla game. This was changed by the mod "Legion Quests Expanded", which allows you to side with the Legion and kill the NCR troops and Van Graffs. In that mod, a laser rifle will also be added to the list of weapons a veteran Legionary and the (prime and veteran) Legion reinforcements can spawn with, indicating the mod author believes that the Legion want the weapons for themselves, not the fiends. I couldn't find any reference on the fallout wiki to fiends being the recipient of this weapons shipment either. It's an interesting theory, but has no supporting evidence beyond conjecture. Caesar also describes it as a "promising weapons deal" - which indicates he has a personal interest in the weapons, although you could argue that he considers it promising because they can be used to arm the fiends.

I like the detail of Caesar thinking everything up on the spot, yet still making sound arguments. He isn't like the NCR, a cacophony of confused voices, or Mr. House, who i believe wrote down and thought a lot about what to say to you (i mean he hasn't been doing anything for 3000 years). Caesar is an excellent speaker, leader and tactician, unlike the other factions, he can get shit done. I mean man's doing so much doing his head started eating itself

I remember when i first started new vegas and met the legion i thought it was pretty sloppy and weird of obsidian to have a load of nutters dressed as romans running about. But to then meet caesar and have him explain in detail exactly why they imitate rome? And have it make a vicious yet perfect sense? Absolutely stellar character building.

Ceaser's short-sightedness will be the reason it falls apart after his death. Unlike the more successful Emperors who made sure whoever followed them was fit to take over, Caesar instead plans to leave it to a brute who he knows is not on the same intellectual and charismatic level as he is. Lanius' military prowess amd brutality will only get him so far. The emperor Maximinus Thrax won the purple due to his military prowess and the loyalty of his legions. However, when power got to his head and he starting brutalizing his own men, they overthrew him. I can see the same happening to Lanius. Caesar's not preparing for the future, and that'll be the Legion's undoing.

His unwillingness to industrialize aswell kills the Legion greatly and is quite possibly the reason the Legion failed to take the Dam in the first place. As you said aswell, Lanius is a awful successor with all in the legion hating him, even his own troops. If it wasn’t for Caesar’s loss of temper he may still have Joshua as a Legate and a actual viable candidate for succession.

It should read “in hoc signo tauri vinces” Taurus can only be the subject of the sentence, so when Caesar uses it here it sounds like direct address, that is to say, as if he is talking to a literal bull and saying to him “you, bull, will conquer under this banner” rather than the intended “under this banner of the bull, you shall conquer” Additionally, just as trivia for those who don’t know, the line is a famous Roman quote, it was allegedly heard by the emperor Constantine at the decisive battle of milvian bridge from God himself (the sign being the Christian Chi-Rho sign) as he was told to mark his men’s shields with the holy symbol to ensure their victory. He won decisively and thus began the process of converting Rome to a Christian empire under the edict of toleration. The fact that Caesar uses it here, in part to justify the return to a pagan cult of Mars, has a beautiful irony to it.

He is pretty much obsessed with everything and reached to a point where he is no longer capable of thinking like a normal individual. He cares about nothing but his own goals, and he must achieve them in order to complete this quest of his. Only this way, he will gain the psychological relaxation which will end his mental suffering. He is also trying to prove himself. Not to everyone, just himself. That's the worst type of mental state someone ever could have. Losing everything you have and becoming a fool in front of everyone, spending too much time seeking something alone could do that to you. According to your logic, Caesar is a stereotypical villain who desires to destroy everything in his way because he read some books.
