Fun fact, in the official game guide it actually mentions the speech option used in the video to get the C Finder. There's actually a BUNCH of cut content that's mentioned in the game guide, such as the cut Papa Kahn Armor and helmet, the cut Vault 21 armored jumpsuit, etc

Yeah there just wasn't as many children in new vegas as there was fallout 3. Probably 1/3rd as many or less. So thats why it was cut, still a cool little perk if youre just having fun if you can get it from a cut content mod just for the novelty factor. Theres a good idea for a mod right there, add some new side quests in centered around more children in the wastelands and have that perk give you alot of loopholes. Call the mod Children of the wasteland.

Perhaps that itself the reason? That is, New Vegas stands out because in Fallout 3/Skyrim, the children NPCs seemed deliberately obnoxious in their writing, causing many to want to turn off their invincibility. It's honestly perplexing to me as a design decision. Thus, any such mods for NV are from 'habit' of previous PS3 gamebryo games, perhaps also mixed with the first two Fallouts having no such invincibility in the first place. (I really, truly do not understand why Bethesda seems intent on making child characters unlikeable.)

This perk is honestly very underutlized, should be a proper perk that gets time to shine in more Fallout games, kind of like th animal talk in Baldurs Gate. . I love how in F3, Mcready is absolute twat. But if you have this perk, you make a literal middle-school level Your Mom joke, and he instantly likes you. Like, that's straight up adorable. You, the walking avatar of death, someone who battles super mutants and power armored fascists and giant scorpions; who endures the worst the wasteland can throw at you; and who likely has some innocent blood on his hands; at the least you have enough humanity left in you to be kind to kids, heck, even undertstand how they behave and adapt to that.
