The problem is most of the wastes are empty so as soon as a society/town starts up good chance it could be a decent place to live. And if they wanted to destroy self expression they would not accept any kind of outside influence which would probably have killed them off very early.

While I personally feel that anything that is considered "cruel" or "brutal" to be evil, you make a good point. No one who has ever done anything "evil" did it for reasons that most people consider evil. Almost every wrong doer thinks that what they are doing is for the greater good. So from a certain perspective, the legion can be seen as good. Though I still feel the things they do are "evil" such as slavery, rape, murder of "innocents", ect.

And I kind of feel that Caesar has gone a little mad with power and slightly lost sight of what he set out to do, just like the real Caesar... this can kind of be supported by his fear of being exposed to his people that he got his ideas and name from somebody else, the real Caesar.
