Probably because this was back when Peter was a loyal and caring friend who would never cause harm to Quagmire, Cleveland and Joe (at least not deliberately. There were still instances like when he accidentally ran over Joe's legs with a tank or when he siphoned jet fuel from a plane because he thought it would make his car fly, which cost Quagmire his job). Nowadays he constantly puts them in danger for shock value.

Two really shy and socially awkward girls putt a hell of a performance to Bee Gees "stay alive" on the ice. there performance was that imressive that a bored worker on duty turned the spotlight on for these two.
