Error is definitely stronger in that regard but bill is a lot more knowledgeable about universes, the 4th wall, etc. That can arguably make him stronger and can just wait out or simply go to a reality where he is in a situation to beat error in a fight

From what I've seen, he can only open portals to other dimensions under a certain set of conditions. Additionally, fourth wall breaks aren't really gonna help him in a fight.
