The blind talent at 13 must be for countering auto attackers, so you can trade better. Although in this case, you trade it for what's better initiate overall ( spell against mages, etc). But i do believe that you can trade at lvl 4 for more damage if you can follow up your tank control unless you are going for a full gank mode xD.

The promlen around blind at 13 is that you open with blind in like 5% of all cases. In 95% you open with silence, because it's just so good overall. That's why spell power reduction is way better choice.

TBH I would feel as miserable as that Probe if a Valeera just did exactly that to me. I would've already lost my will to play (because that Valeera is not letting me play anyway) and overall reconsider my life choices...
