I doubt MPI and EMD will be able to improve on their Tier 4 designs. Siemens is clearly the winner.

Both companies created remarkable locomotives that can easily complete with each other. EMD created the superior locomotive with more horsepower and tractive effort. MPI created the diesel passenger locomotive with the most horsepower in the world. But, Siemens just has the cheaper build (by about 1 million dollars). Which is a good selling point for a lot of Companies and Transit Authorities.
