The Cat is getting the news that The Phantom, a powerful villain has escaped his prison in the Mage's School. Elizabeth Wise, the professor of Mage's School, is coming to the town with an inspection. Cat takes Elizabeth on a city-tour, letting her notice that everything is under control. While the «Fantasy Patrol» has to deal with Seven League Boots, which Helena happened to put on. Elizabeth grants the girls the title of official helpers to The Cat - The Towns Keeper. Girls are excited, while The Cat is not happy at all. Elizabeth is leaving the town… But moments later we see that THE REAL Elizabeth Wise has just arrived.

The series takes place in the mysterious city of Myshkin, which is filled with many fairytale heroes and unusual adventures and miracles. The ordinary residents of the city are unsuspecting of the true nature of the city. Three young girls who also appear to be ordinary but are actually young sorceresses; Valery, Mary, and Snowy move to Myshkin where they meet Helena, a local city girl. They soon become best friends with each other, forming a superhero team called the Fantasy Patrol. Their task is to observe the behavior of any fairytale characters that inhabit the city and help them while protecting the calm side of the city from any harm, maintaining a balance between both worlds.
