Ages since I played but I think certain pens get auto water. Cows might already have it?

hi there im having problems getting water to animals, ive filled the water bowser up both from the lake and also from the water tank on farm yet it wont allow me to empty water for the animals that need water im on ps4 and have to press L3 to fill/empty

Might be the enclosure you've set up doesn't require water? Some pens supply water automatically.
