Ichikawa, despite experiencing puberty, doesn't do anything Yamada doesn't consent to. The self-control he has towards Yamada is actually admirable. The number one most beautiful girl in your school, the girl you like, you know she likes you too, and she's right there beside you "sleeping" staying the night over, and you still hold yourself back from kissing her or something while she is "defenseless"; huge respect! Yes, he was only 13 years old throughout most of the series you've seen so far. Part of the setup is that he is Chuu-ni-byou (8th grade disease) while in chuu-ni (8th grade).
