It's based on a regional style of dress, since we have traditional/folk clothing depending on the state you are from (I think she's from Chiapas, the dress is constructed in a similar way)

Here's the thing, Megami's outfit could've worked. The angels with the denizens of eyes are seraphim, who each have three pairs of wings, one to cover the face, one to cover the body, and one to fly with. When the wings are unfolded, they reveal a body covered in eyes. That's what she should've done.
