I only had regular milk, wasted a whole block of cheese

This recipe is specific regarding the ingredients. It uses the pre-shredded cheese because that cheese is coated with a powdery substance that helps to thicken the sauce. And evaporated milk because it is already thicker than regular milk. However, I'm guessing that you could have thickened it using a cornstarch slurry per the second half of the video, and ended up with a delicious cheese dip. Sorry it didn't work out for you!
