Divine Spirits can't be summoned as Servants except under special circumstances. It requires a severe downgrade of their parameters, proxy summoning via vessel, strong catalyst, and/or a personal bond with the summoner at the bare minimum. Summoning a Divine Spirit as high-ranked as a Sky Father like Zeus would be extremely challenging even with the vast resources of Chaldea according to the lore.
