It's called blow off valve or BOV, it blows to environment the compressed air that is not used and is between the compressor side of the turbo including intercooler and the intake.When air is compressed it raises in temperature and higher temperature in these kind of builds means less power cause when air gets hot expands,so less air will go in to the cylinder to mix with fuel to burn.BOV let's off to environment unused compressed air,so when you step back to the throttle new fresh colder air (oxygen that ignites) goes in the cylinder to mix with fuel and burn.I hope i helped you a bit!!!
