This wasn't Minneapolis, it was St. Paul and St. Paul is a very safe city while Minneapolis is a sewer. Back when Minneapolis was called "murderopolis" by Time Magazine, Minneapolis had almost 100 murders per year for 2 or 3 years while St. Paul had about 10 per year during the same time period.
