If you would've watched the videos you'd already know the answer to your question. The village had a certain sized perimeter and people weren't supposed to build outside that perimeter even though some people did because there wasn't enough room in the village perimeter. If their house was outside the village perimeter, or if it was built on agricultural land, they couldn't get a license to allow their houses to be built which means there's a chance the government could tear it down. When the government decided to put electricity in the village, they enlarged the perimeter to allow more of the houses to be included in the village. However, the castle isn't in the village perimeter and was built on agricultural land without a license which was VERY stupid to use so much money making it when there's a chance it could be demolished. According to the story anyway.

@@Maya-dl2pq I did see the inauguration of the castle - town officials aren't the same as government officials in charge of agricultural land. The castle was built on agricultural land without a license - which is why they have the problem of the castile possibly being demolished. Personally, I don't think it's going to be demolished - I think these problems are invented for the channel and the castle will be fine.
