I love it and I would certainly recommend it as a backup solution for COM and NAV. The only little detail I don't like: it can't monitor 2 channels at the same time.

Can a passenger take this on board??

Taking this on board is legal, this is a legal device. Using it to transmit on the COM band without a valid radio operator permit is illegal (and more to the point: it’s stupid and dangerous). Listening to the NAV band is also legal. The grey zone is that during the flight, including final approach and landing, all electronic devices are supposed to be turned off to avoid interferences with the aircraft instruments. However, these interferences will only occur if an electronic device is transmitting. So, listening to the NAV band with such a device will not compromise the aircraft security since it’s only receiving signal from the ground stations. but again … electronic devices are supposed to be turned off.
