The local police have their own radio channel. That channel goes to the incident command center (if there was even one set up). Then the commanders at incident command notify secret service that there is a threat. So he probably did radio that there was suspicious activity, but the disconnect due to separate radio channels and command structures along with the physical position everyone was in relative to the threat all add time and delay. The real issue is why was there no manpower (local PD or secret service) on that rooftop to begin with.

He reported to a state police who took a picture and reported (presumably) to secret service. While they are using the excuse that they lost sight of the suspicious person (who wasn't on the roof yet) and ran out of time, Trump simply should not have been allowed on stage until they were sure things were secure.
