Not quite. 100% misses in FE6 are brought about by the RNG spitting out numbers it shouldn't have. This on the other hand happens because hit rates operate slightly different to all other chance-based events; the game checks if the RN is less than _or equal to_ the given hit rate, whereas for other events it'd check if it's strictly less.

@@Topazd255 Wouldn't that mean there's a 1% chance of a 0% hit landing? Because there are 100 possible values for the random number and the only value that is less than or equal to 0 is 0? I just read the FE wiki and it says the chance is actually 2/256.

@@Posby95 Almost. The raw random numbers range from 0~255, and to convert these to usable numbers in the 0~99 range the game divides the values by 2.56 (rounding down). Thus there are three values that get converted to 0 (0, 1, and 2) and the chance of landing a 0% hit is 3/256.

That would also mean that attacks with a displayed 50% hit rate actually have a 51.17% chance of landing, because RNs 0 to 130 convert to values that are less than or equal to 50. I've never heard of this fake hit rate in FE3 before. Maybe because not that many people have played it, let alone dissected it.
