she uses adobe animate CC. Although, if you're a beginner or a minor I would reccomend looking for something else as Adobe Animated is SUPER expensive. Maybe look into getting firealpaca. Or if you're on an iPad or some other type of mobile device maybe procreate or huion sketch.
