Can I see the technical statement that made you win the contract, I guess it was exceptional in that they never cared about your price!

That was a highly technical, specialized contract, and we were the only company who had done the work before. The technical statement will vary based on what the solicitation asks for. The solicitation may ask you to state your technical approach, or describe your management approach. Sometimes, all that is needed is a short statement that you understand the Statement of Work and will perform the work as specified in the Statement of Work.

Yes, the contracts you bid on may very well all have similar proposal requirements. So you would create a proposal template that you could use over and over again. But a different company, bidding on a different type of contract, might have a completely different template. This is why i encourage people to read the solicitation and create their proposal outline following exactly the requirements in the solicitation.

I wanted to thank you for your help with my company's NCAGE code request through NATO in order to sign up for the SAM system. We were able to get our NCAGE code through the British government. There are 2 different systems to getting an NCAGE code; 1) Through NATO itself 2) There are a number of countries within NATO that do their own NCAGE code administration and registration, Britain is one of those countries. We are awaiting final registration for our foreign UK subsidiary through SAM. Also using our current IDIQ contract, our current US contracting officer was able to point us in the direction of a NATO contracting officer that also may need our services. I have signed up with the National Security Agency contracting service using (nsaarc). Why do they have a system different from SAM but they still require you to register with them using (nsaarc) and they require you to be registered in SAM? Do you have any insight?

Sounds like you are doing fabulously! Congratulations! I've worked with multiple federal agencies, and they each had their own systems and procedures. when you get into the weeds of working with the government, you realize there really isn't one government system, there's lots of different agencies, each with its own way of doing business.

Any thing that works is fine. For some things, like the reps and certs, it may be easiest to do it by hand and then scan the pages. I use a Windows computer and an Adobe product, but anything that allows you to create a pdf is fine.

I have a proposal request that states estimated impact and a dollar amount. Do you know what that means? I haven’t seen it before.

That sounds like an agency specific thing. What agency is this for? I would search their acquisition regs for a definition. Also, is this something that is included in the evaluation criteria? My guess is, this is just some record keeping thing for that agency and not part of the evaluation process. But, you should definitely check to be sure.
