ArriveCan app was completely unnessary, it caused delays and frustrations in airports, it solved a problem that did not exist, it hired incompetent and petulant personel to process travelers. The whole idea that entry to Canada was more precious than other countries was consistent with the arrogance of customs employees at various canadian entry ports. The fact that it was financially mismanaged diverts attention from the fact that the whole project was wrong in the first place.

As a CEO of a software development company for 35 years there is no way a software system of this magnitude should cost anywhere near this amount.
