That was Walter Tetley, the guy that voiced Sherman in "Peabody's Improbable History". He had a hormonal condition where his body didn't fully go through puberty (similar to Gary Coleman), so even as an adult his voice was still childlike.

Another beautiful looking Felix toon (1 of 3 made by Van Beuren which were the first time Felix was in color I believe) but while Felix had potential star power he did not have the strong personality that characters like Woody and Daffy and Donald, and of course Bugs, were bringing, or soon would bring, to screens. This is story driven with gags, but cartoons were moving to gag driven with stories (built around lovable pests, which Felix is certainly not). Too bad the studio closed before Felix had time to evolve.
