At 11:40, watch at 0.25x speed. French fencer's blade is nowhere near target when the light goes off. It's moving backward and above both their heads.

Since the bout was live streamed there is a slight lag between the score and lights displayed at the bottom of the screen and what actually happens real time in the bout. If you watch carefully the machine light in the video goes off as soon as he lands the touch. Basically you should think that whenever the light on the bottom goes off it's showing who got the touch 0.5 seconds ago since there is lag.

The box and the livestream display are not properly synced. The box tells you the truth, the livestream display sometimes tells you nothing at all. If you're trying to catch a cheater don't watch the overlay on the video. Watch the box shown in the center between the fencers. At 11:43 at the exact moment Cannone hits you can see the weapon clearly touching Kano in the torso and the blade bending, couldn't be clearer he hit here, within the next frame the box light goes off at the correct time. The overlay of course goes off early as it has the entire bout due to the desync between video and the overlay receiving information.

At 3:55, the French fencer's blade went off before the touch. It was either with the parry from the right (timing doesn't match that in slo-mo), bad wiring, or he has a switch in his guard.

for both of your comments, take a look at the physical score box in the video. there is a video delay when compared to the score overlay which causes the overlay scoreboard to appear to light up first.
