I have pen 15 good for pve and pvp - but if you dont use seyren you must go to dmg to med atleast aim 60 dmg to med

Damage wise water acce wins above all. But balance out the crit too (not cdi) and of course one more downside is you hit thor with force water so if you cant burst thor with current water acce switch too other acce (which i have 2 sets for acce)

Crit rate 300 is decent Pen , my pen is at 160+ Water dmg outside 6-6 170%
