That's why the legislature body was called INTERIM National Assembly. Pres Marcos Sr believed that the "abrupt" adoptation to Parliamentary system is not ideal to Filipino legislators so he tried the gradual approach for the legislators will gain the experience first on typical parliamentary setup. The 1978 NEDA's Long Term economic plan until year 2000 was part of this plan - both economic and political changes. It was envisioned the GRADUAL transformation will finally establish the full Parliamentary System by year 2000.
