Thanks for simplifying this. Question, once it has been transferred to an FFL of my choice, and I get notified that my f¡rearms has been received, I would go, pay the transfer Fees and the NIC, do I have to wait for the NIC a few days or do I get to leave with my f¡rearm there and then?

That depends on your local laws. Here in WV you leave with it same day, but some states and cities have waiting periods. Check with your local gun shop and ask.

Hello. What is involved on your end from the time you received the firearm, till the time you notify the owner that it's ready for pick up? Paper work procedures wise What is the normal time frame

Once the gun is received, it must be registered in the dealers bound book and confirm that the firearm and serial number match. That is pretty much it. Receiving is very simple for the dealer, just need to process some paperwork and do a background check when the individual comes to pick it up.

That is actually a very complicated question to answer. The seller would be responsible for shipping the firearm back to themselves. The FFL that currently has possession of the firearm normally would not be at fault. If you refuse the gun, then that FFL now has a firearm that they are unsure what to do with. I am sure anyone would want to help you and make sure you are not getting something that is not as described. You can refuse to take the weapon, but if the seller has been paid and already shipped the gun out, it would not hurt them at all if you dont pick up. I live in California, if I purchase a handgun from another state to have it shipped to my local pawn shop, does it need to be on the California roster? I assume it does, I just want to be sure.

It does. Before we can even ship to CA, we have to run the gun through the roster and get approval before it even leaves our store.

Now with the transfer fee is that for every gun say I buy five guns is that a $100.00 for five guns or just $20.00 for all five?

20 per is our rule, but we often charge less with multiple guns.

That depends on the dealer, I dont mind holding something so long as it is paid for, but each store has its own policy.

No handgun sales to anyone from out of state, as per the Fed. You can transfer them to a dealer in the customers state, at that point, that dealer is responsible for the multi handgun forms.

It would become the property of the ATF or local law enforcement.

I might be speaking out of turn but….I would suggest not showing up as soon as the gun has been delivered because in the mind and eyes of an elderly couple who own a gun store/range might view it as sketchy. Oh and don’t ask what it takes to apply for a FFL that’s a flag in their eyes. I remember I went to the bathroom and heard them talking and as soon as I got out the old man told me after 25mins that I was delayed, first time (bought a handgun and a AR in the last year and they usually take an hour to process) and my names Mohamed Mohamed so….there’s that. But don’t show up on the same day and ask dumb but genuine questions. Midwest will forever have those worrisome elderly people we grow to love. I hope they contact me tomorrow to pickup my Glock 43.

I hope you received your Glock and all is well with it. This is the reality of many gun shops. Background checks with the electronic NICS should take no longer than 30 min to research.

What if you plan to purchase a firearm directly from the manufacturer and they require a copy of the ffl to complete the transaction, do you send a copy of your ffl to the customer first?

We send the FFL copy to the manufacturers with a note with customers info. Generally the FFL copy is not sent to the customer.

I’m going home to South Carolina from Texas where I’ve been stationed. I don’t know if I’m going to be able to bring my rifles with me, can my friend send them to me through a dealer once I’m home?

Well, you can mail them to yourself if you want. As the rifles will not change ownership, you just have to require a signature. However, if you dont want to do that, yes, you can have anyone ship them to a dealer near you for an over the counter transfer.

Should be pretty quick. Just need to have the FFL on file to log the guns out of the bound books. If I have a FFL on file, or the other store gets back to me quickly, I can usually have the gun shipped same day. Let me know if you need additional info.

Honestly, it takes me about 10 minutes. You have to log it into your books and assign a number. I am not aware of any local examples taking any more than a day.

Yeah they are blowing smoke. Gun arrived. We write in the book the SN and FFL info we received from and we are ready for you to come in and fill out 4473 and run the NICS once that comes back we write in the firearm has left. There so no lengthy process they are just taking their time.

I seek to legally transfer and "build," a handgun not on the Mass approved roster and FA-10 register it through the portal. It's the only LEGAL way to acquire handguns yet to be approved on their roster. Sadly, S&W is practically the only brand of handguns that can be sold within the state, however any handgun can be owned given you follow this confusing, yet legal process.

There is an extra step for CA. Guns much be on the approved list, and you must use the required website.

No, just inform the other FFL that it's coming and include a copy of your FFL paperwork with the item.

Correct, 4473 is for counter purchases to customers, any FFL to FFL, or repairs to manufacturer require your copy of FFL and logged in your bound books

Why do gun dealers blank out their FFL number on your background application and purchase information?

That is a very interesting question. Here in WV, our FFL number is clearly stamped on the form 4473 with the store name and address where we are located. It may be a local rule to try to keep an individual from acquiring a firearm without the stores permission. What state are you in? I will check the local laws in your area for an answer.

I have researched the WA laws and can find no good info on this. We still use paper long forms, I know alot of shops use the fully electronic versions. I will ask around to other dealers.

I don't know it already, and it makes no sense to me. So which one do you give your contact information to that does the background check? And why would you pay for a gun before they did a background check on you and then potentially deny it for whatever bizarre reason? And do you have to alert the receiving FFL who you are and get them to say yeah okay, you're in our database now, you can have whoever ship a gun to us through you. It makes no sense.

I understand your issues, but consider this, no dealer is willing to ship a firearm that has not been paid for. Also with the FFL regulations on dealers, we can not run a background check without a firearm on the form. You give the contact info for the shop you want it sent to and let them know you have one on the way, any good FFL dealer already had a process in place for transfers. Mostly you let them know in case the paperwork is lost or damaged and they will know who the gun is for. Feel free to ask any more questions

@@RattlesnakeDefense So do I have to drive to the destination FFL and ask for a form, fill it out, and then give it back to them, and they check it all out, and call me that it's approved? And then I can buy it and ship it to them. Or do I give all this to the people I'm buying it from, and they run the background check? And if this is getting shipped to a sketchy place like a Pawn Shop probably full of stolen merchandise, how do I know they won't take my gun out and commit some crime with it, or tell me hey... you're gun never arrived.. must of been lost in shipping.. if they like it and keep it from theemselves. I mean, I don't know these people A for Adam. The only seemingly reputable FFL in my area is Academy Sports that wants $95 for a transfer and I guess.. Walmart? I have no idea what Walmart wants yet.

Dealers must exchange licenses in order to transfer firearms. Any business with a FFL is going to follow the rules for the most part. The punishment for taking your gun, or assisting in crime would be severe. Ask for a tracking number and keep track of your package, just like you would with any online order.

One thing to add to this (which I didn't know since it was my first time buying something) in California, it is required to have a gun safety course certificate or hunting license AND a Real ID driver's license. If your license states "federal limits apply" you will also need a birth certificate or passport. You then pay a FFL transfer fee, state tax, and a DROSS fee of $37.19 for the background check. Some dealers ask for a transfer fee of $200 in addition to 5% of the items value which is a double tax. California is one of the worst places to buy these things and I can't wait to get out of this shit hole.

@@RattlesnakeDefense here in Commiefornia the government comes before it's citizens. It's the same as the gas tax they passed which is as follows: an additional $0.12 per gallon of gas goes into Californias general fun to build HOV lanes (3+ passengers per car) which California charges an additional fee to use it. And if you're caught using that lane without passengers you're then fined $500 for using that same lane that you already paid for with your tax dollars. I'm sick of this state.
