Going to pin your comment as it's quite a frequently asked question: The last cutscene comes from the Dragonquest crossover event. It hasn't been run in quite a while (iirc it last ran right before endwalker launch) I just pulled it out of the cutscene rewatcher.

I'm 95% convinced the cutscene plays out that way because any direct interactions between the player character and NPCs must be avoided in cutscenes because otherwise they would not be lalafell compatible.
