Well power level wise, Saber Alter is weaker than OG Saber. Her base stats proved that. But in Heaven's Feel, she gets an unlimited mana support from the grail itself. That's why she can spam her mana burst against Herc. While Saber on the other hand, no offense for Shirou, but Shirou's magical energy is too low for her to perform effectively.

Being that Saber Alter is story-locked, I'd say that Saber still wins. I am the biggest Saber simp (most of the variants are NP5 on my support list) and all Salter has is NP2. My OG Saber is NP6 even though I only actively rolled her twice. Alter just doesn't have enough banners or spook potential.

You can 6CE this comp if you don't mind running plugsuit Oberon. Which also means you can BG her. Turn 1: 10% Append + 20% S2 + 20% Oberon S1 + 50% Koyan S1 = 100% Turn 2: (30+10)% refund + 50% second Koyan S1 + 20% S2 = 110% Turn 3: (60+10)% refund + 50% Oberon S2 = 120% As you can see, there's a leeway of 1 unit for waves 1 and 2 for refund values. Otherwise, 50% starting NP CE is more than enough to make it viable if you want boosted Turn 3 damage.

Just keep in mind no starting NP CE only works if wave 1 and 2 has atleast 2 enemies, you can't do it w/o starting NP CE if it only has 1 enemy on those 2 waves
