@@akiradkcn None other than Toru Nakayama, aye. ...I honestly liked his aesthetics the best of all the Mega Man designs. Classic X just wasn't hitting the right notes for me (too chonky and the Maverick bosses needed to be more mechanical in my opinion), but Zero-era art was the right balance of moe, mecha, and gritty, like sketches of a world of crumbling machines in the shape of fallen gods lavishly rendered in watercolors for a children's fairy tale book. It's more eye-catching and iconic for me.

before people start speculating too hard. her sprite ISNT mirrored. the big mecha arm is her right arm as a story sprite. gameplay wise its also her right arm as a boss. if you flipped her into a playable servant it would then be mirrored and make it her left arm instead which isnt correct.
