I've said something similar regarding the Anni Strengthening Quests. Many of those skills, especially for the lower-rarity ones, would've been the *entire kit* of a Part 1 SSR servant, or the big centerpiece linch-pin skill of a hyped meta servant from Part 2, yet the game's meta is so saturated that everyone looks at those and goes "Yeah, sure, that might make them useful every once in a blue moon". Power-creep in action.

From the npc fight Summer Tlaloc seems to have a Bunny servant support niche, she even reduces cooldown for them. Koyan is a bunny servant... Also, Scatach can't stop getting indirectly buffed by summer units it seems(her bunny suit seems to make her a bunny servant).

Above average but once again the issue lies in kagetora. She is stronger at the same NP levels but Kagetora is free
