They are not banned. They are just under restrictions. Teams from countries with issues can't be in the same groups and are drawn in a way that decrease the chance for the game to happen. Basically, if you take Russia and Ukraine in the last Euros (Euro 2020), they were drawn in groups B and C. The earliest they could have met would have been the quarter finals if 1 had finished first of his group and the other second of his group and both had won their round of 16 game.

Russia and Ukraine were banned from Euro 2020, because from pot 1, 4 of the teams were automatically allocated to the groups where they were hosts (Italy, England, Spain and Germany) leaving out Belgium and Ukraine there as free options for groups B and C. As Russia was automatically allocated to group B as a host, Ukraine was automatically allocated to group C to avoid Russia, leaving Belgium automatically allocates to group B.
