That's a really good question! Possibly Lapo Elkann's Garage Italia. They have certainly converted other Pandas. The electric motor definitely from comes from Italy's Newtron Group. I've contacted the author of the piece, but he's deep in the Austrian forest somewhere. I'll let you know if he provides further info!

Our author says that it was Fabrizio Giugiaro himself who did the conversion. At the time, he and his father had their own car design and engineering firm, Italdesign.
