It is happening for everyone, even with high end PCs, and I think AMD is having more issues with the gpu utilisation, I have an rx 6600 xt and it's stuttering, looks blurry pixelated, and feels like 5 Fps.

I FOUND THE FIX FOR IT GUYS. Go to nvidia control panel - manage 3d settings - program settings - add Fifa 23 - turn off all the settings (image scaling, ambient oclusion etc etc and put whatever possible on Maximum Performance and put the FPS limit on 60 FPS.

Same happen to me in fifa 22 in early days. There was a problem with directx12 and had to switch to directx11 to run without freezes (and now it not supported). This year also they put anticheat, that uses more cpu than the game itself. Hope EA fix it soon... im unable to play even in offline modes...

I only face micro stutter and the game is not so enjoyable because of that. I think it's an optimisation issue & there's no definite or effective solution to it right now. You can watch other youtube videos on this but I am doubtful it will help that much. We have to wait for a patch for it to get fixed I guess.

I think the menu still utilises more GPU but the stuttering is gone and I am happy with that. Before I got around 80 fps in ultra and still felt like 30 fps but now 80 fps actually feels like 80.
