If someone wants to scroll thru their phone between sets, that's nobody's business but theirs. The only reason to even approach them is if they've been occupying the equipment an unreasonably long time, but even then you shouldn't approach them in the manner that dude did. That person is behaving like an obnoxious content creator, not a respectful gym patron.
