Here's how I know your statement is not true, because when I moved to Chicago in '89 Dolton was an awesome community, over the years it began dwindling due to white flight and the complexities that comes with that. When white flight occurred the very resources that kept that community thriving left and never returned. Dolton has been a community in strife since the late 90's to early 2000's.
