i'd imagine that it might also be so they cannot realistically kill the player if their health/stun is enabled during that section, as the only moves he does that deal damage he either 1. seemingly very rarely uses, or 2. probably couldn't kill you with during the elapsed duration of the minigame if he used them every time he recovered

Yeah, but at least Poison and Hugo/Andore were much higher-level mooks (i.e. had a move set, more health, more damage, more varients), so it sort of makes sense that they could "transition" into full-fledged characters. The only thing Two P could do in FF was punch and ...slide? I think? They're one of the weakest and most basic enemies in the entire game.
