I don't have the after-delay option available. Why is that?

It has been updated recently. When you choose an interaction that supports it, like mouse down, you will see a field that shows up underneath for after delay timing.

How does the collaborator share comments within their cursor?

Hello, that is the cursor chat feature which allows users to send temporary messages in a file. You can activate cursor chat by hitting the "/" key on your keyboard.
