FINAL FANTASY VII REBIRTH Enemy Skill Bug

Anyone have this bug? I cant do the enemy skill missions because the game will not register that my enemy skill Materia is past level 2...but it is. It was also glitched before as in sonic boom was not showing up as an ability and the stats bonuses for leveling up were not there. Upon taking it off and own they showed up but chadley will not acknowledge that its past level 2. I can't find anything ANYWHERE talking about this or how to fix it.
