How do you stagger him? O.o

If I'm remembering it right: Tifa has an attack that helps fill the Stagger Bar, and an attack that does more damage on Staggered enemies.

You mean the Cactuar! O_O It is impossible without a great deal of set up. I have another video where I learnt it was here. That's the only time I managed to kill it, and I don't think you can stagger it.
