Complete the Wraith Hunt to unlock the White Mousse Hunt, complete the White Mousse Hunt to get the Sluice Gate Key. In the Central Waterway Control area of Garamsythe Waterway, close gates 3 and 10 (their orbs should be lit up once closed) Enter No. 3 Cloaca Spur and close the gate control there (so it is lit up). Return to the Central Waterway Control area, open gates 3 and 10, then close gates 4 and 11. Enter No. 4 Cloaca Spur and close the gate control there. Return to the Central Waterway Control area, open gate 11 then close gate 3. Cúchulainn can now be found in No. 1 Cloaca Spur area.

Cúchulainn is a dangerous boss on low levels/low HP. If you want to even come close to him make sure you learned curaja, esunaga, and haste. Make sure to equip characters with anti disable accessory, better a ribbon. Set gambit for each character 1. Ally, any HP

Complete the Waterway Haunting and Lost in the Pudding hunts and you'll get the key from Sorbet, the moogling operator in the West Gatew of Rabanastre.

yea his basch also has 255 attack power. Im not an expert but im pretty sure that's not possible. If you are going to cheat, why bother to get the espers properly.
