Another early Location is the Base located in " Mosporan Highwaste " North Barrel Chest.

You can get thief cuffs also crossing the river when can to get the herbs or blossom go straight up you can get to mosphoron highwaste.

if you do the side quest after killing flowering cactoid you can get to highwaste earlier I did before right stillshrine not sure how early you can do it though but less of a pain in the ass than the caverns

Kinda wish you would say when it it you are getting access to both those areas. I think its after Raithwall but you didn't say it clearly. Before Raithwall sand is blocking the caverns area and the guards say the empire is sweeping the area with the 100% chest.

Can i access these areas just after barheim passage? I'm a higher level than you at 31, since i did a lot of dustia levelling, but like i only have Vaan, Basch, Fran and Balthier (not been to bhujerba yet)

Its a 25% chest so it dosent always spawn. Chests respawn 1 screen away unless it is a 1 time chest like this one

Well i'm little late to say this, but if anyone is struggling with it too, the chest is a 25% chance to spawn in that location, but it has 100% chance to have the thief's cuffs inside of it. If you get into this area and the chest doesn't apper, go back 1 room and enter this room again, this will refresh the area and the chets may or may not apper, try until you get it. (Obs: The chest is a 1 time use, this means, if you get the thief's cuffs the chest i'll no longer spawn again).
