In the opening round, Serah will occasionally cast Veil on Noel instead of Vigilance. If this happens, immediately cancel and use Auto-support instead. Here we start Serah off with Protect and Vigilance. You can generally choose any two of the "Aegisol buffs" (Protect, Shell, Vigilance, Veil), but do NOT give her both Protect and Shell; this causes her to cast a Boon-less Vigilance on Sazh before you can take any action, making his Auto-Protect and Auto-Shell expire sooner.
You need both Imperil and Deshell inflicted during the first stagger. Imperil is necessary for chaining through to the second stagger. Deshell increases the damage of Scourge.
Getting hit with Bolverk twice will inflict Daze. Therefore, it is preferable for Lightning to eat the first Bolverk; if Noel ends up being hit by the second Bolverk, he won't be Dazed. Likewise, Lightning should avoid the second Bolverk so as not to lose Adrenaline.
End the first stagger at no less than ~9.75 million. Any lower and you risk triggering Valfodr's power-up right before the second stagger, if not sooner.
During the second stagger, it is important not to over-shift. Your Noel attack strings should go something like x4, x4 (shift), x4, x3, x4 (shift), x3, Meteor Javelin. Do not shift into a Meteor Javelin because you want Lightning to have a full ATB right as you use it; if you shift into a refresh, her ATB will be empty when you execute, thus depriving you of the ability to exploit the extra stagger time for a second Scourge and a couple of additional attacks. Use Legion of One right as Noel releases the last javelin.
This is done without the last three stages of Serah's Crystarium (all expansion bonuses acquired except for MED Bonus Boosts). The strategy can be tweaked to accommodate a maxed Serah; just make sure she takes enough damage from the second salvo of -aga/gunfire to drop her below ~3900 HP or so.
