the game isn't native 4K. it's getting up scales to it for the pro. like all the other triple A games. the reason why they delayed it was because they wouldn't have time to Polish the game to it's master version. they were originally gonna make a day one patch, but because some people who bought the game possibly wont have internet to download it, they decided to get more time to finish polishing it and put the master version in all retail disc version. There is a video where Tabata specifically stated it on KZbin. have nothing to do with Sony. Xbox was gonna get the master version too.

No. The same game disc must be able to run on both PS4 and PS4 Neo, so they doesn't need to make anything new. Just few more testing to see if there is anything broke on PS4 Neo and that is all. The delay is because it not polished enough and they also want to take advantage of the holiday at end of year.
