The end you showed is nowhere saying it will open again or not. If you read it again then you will find out that it is talking about ig stream 2021 that no more than 40000 will be processed.

Yes, you are right. But new Immigration plan says it will immigrate only 40,000 people in 2022 N that also from 2021 applications, so this also clears the fact that no new TR to PR will come in 2022.
