It won't be in Master Duel because of a contractual clause between Konami and the creator. Any card with original artwork done by Kazuki Takahashi will not be used in Master Duel. Hopefully they will have an updated artwork for Dragoon and Alternative Ulti soon.

That is false. All cards that had artwork made by Kazuki Takahashi has his signature on it. Red-Eyes Dark Dragoon does not possess such a signature. Palladium Oracle Mana and Magician of Black Chaos MAX are both cards that posess his signature.
