They officially animated vegeta as a ssj3, its been mentioned before in canon that vegeta can go ssj3, but doesnt because its not a very good form, so he instead just mastered his ssj2 form

It’s sad that SSJ3 in general was always clowned on because nobody bothered to develop the transformation for 20 years. After what Beerus did, it’s pretty obvious that the creators never cared about the form. 😢 Super Saiyan 3 was always my personal favorite of all the transformations, but I understand from a story point of view why fans don’t like it, but the idea that NO writer bothered to ever bring back the form to master it and develop it, which this is Dragon Ball!! Anything is possible, it was just forgotten, and it kept getting hits and misses. I wish the form had an arc where Goku finally mastered the form and it’s flaws were gone, and he was able to be in that state longer. Like how Naruto couldn’t use Rasenshiriken at first and was told it was extremely flawed and it was impossible! Kishimoto didn’t just leave it hanging. He wrote the main character to finally find a solution to master a powerful technique and was able to use it consistently after afterwards. If Naruto can do it, Goku can as well. But Toriyama and Toyotarou just completely abandoned the transformation and focused on new ones that a lot of fans didn’t care for because they were uncreative with a hair color. Going back to master SSJ3 would’ve been an interesting arc. 🤩

I think the biggest implication we can take here, is that there is no skipping super saiyan forms. No matter how far they can take it, if it is reliant on a super saiyan transformation, they have to navigate through them sequentially. And it seems safe to say that he is very intent on not using ssj3, if we add this into the timeline. It probably is a huge stamina drain just like Goku said. Might also be why he did not use it against Beerus, unlike Goku. After he raged out, it was noted that he was even stronger than Goku in ssj2. Another case in point is Perfected Blue. The way he can push the SSJ2 form is like no other. Majin Vegeta, Vegeta vs Beerus, Perfected Blue Vegeta all rely on Vegeta's uncanny ability to max out ssj2. It's his sweet spot. The best combination of speed, power, and stamina from the super saiyan forms.

Probably for me, the best looking SS3. This looks kinda close to one of the early concepts of Super Saiyan 3. Hair is a little longer than Super Saiyan 2 but not all sticking up, and more spiking backwards. He's just missing the tail from that concept. Personally I liked that early concept version for SS3 over the final long haired no tail version.

You have to think about the fact that the female Kai is also stronger than majin Buu and she said Goma is more than meets the eyes. So he is definitely powerful as hell. He is "Demon King" level powerful which isn't weak at all. He is obviously levels above Buu so that should let us know the Z Fighters are about to have a problem with him
