VAT exempt or zero rating on LPG is unlikely to make a difference. Hardly are retailers VAT compliant nor do they issue any traceable receipts. Cash sale receipts should be banned. They are not traceable, don't help in anyway on tax management.

You do not expect a person operating a kiosk in the deep hills of Taita Taveta or Migingo is going to sell commodities to people knowing very well the amount of tax he's being taxed for using a traceable receipt for example, not to mention that almost 50% of our people have never even used a digital payment service which obviously is traceable! You clearly have a point, but in all honesty, we do have a long way to get there, Everyone out here is trying to save a shilling, so telling someone to use a traceable receipt on every sale is impossible.
